At Plevin & Gallucci, Tom Connor helps guide the firm’s hearing strategy for workers’ compensation claims and is part of the team developing the unique case-by-case approach to complex cases.

Prior to joining Plevin & Gallucci, Connor spent almost 30 years in executive leadership at the Industrial Commission of Ohio.



As Director of Adjudication, he was responsible for, overseeing policy and reported directly to the Commissioners regarding the policies and procedures that govern the Ohio Industrial Commission. He supervised more than 300 employees and management staff, including all of the Staff and District Hearing Officers statewide, and developed and evaluated policies, procedures, and programs in the adjudication of workers’ compensation claims.


Connor served as primary liaison between the Industrial Commission and the Ohio Bureau of Workers’ Compensation and was the designated representative for the Industrial Commission at many meetings and seminars.


Prior to his leadership at the Industrial Commission, Connor previously served as Chief Regional Attorney at the Ohio Bureau of Workers’ Compensation and as an associate attorney at a Cleveland law firm representing employers and injured workers in workers’ compensation matters.


During his unique career path, Connor has developed an unparalleled level of knowledge of workers’ compensation claims from the position of the Bureau of Workers’ Compensation, the Industrial Commission of Ohio, and in the actual representation of injured workers. Today, he uses that knowledge to help injured workers.


Connor earned a Bachelor of Arts in Communications from Cleveland State University and a Juris Doctor degree from Cleveland-Marshall College of Law.
